Does it plug into a normal outlet?

No. This is a 24V low-voltage fixture and it must be wired to a landscape lighting transformer. The transformer is not included, so plan for one if you don't already run low-voltage landscape lighting.

What is the difference between the two versions?

The ground-insert version comes with a spike that pushes into soil or lawn. The no-insert version has a flat base for mounting on a hard surface like a deck or masonry.
